The Imperial Eminence is allegedly a secret society pre-dating the founding of the Shangon Empire. According to rumor, the Eminence is lead by the elders of the greatest dwarven clans and elven families, and is the true power behind the throne. The Imperial government officially denies the existence of the Eminence and derides the rumors as baseless conspiracy theories. (In Oban, believing in the Imperial Eminence is similar to being in the USA and believing in the Illuminati.)
